David Stinson is the founder and Director of Stinson Analytical. David has over 25 years experience in the economic, regulatory and policy analysis of telecommunications as both a regulator and a leading consultant.
David’s focus has always been the practical analysis of dynamic, complex and ambiguous markets and the presentation of that analysis in a manner that is clear and persuasive, even to those without a technical background.
Prior to founding Stinson Analytical, and beginning in 1995, David, as President of David Stinson Consulting Inc., provided telecom regulatory and policy advice to a wide variety of clients including incumbent and new entrant telecom and cable service providers, internet service providers, regulatory and government agencies, industry associations, law firms and business users. Before embarking on his consulting career, David spent 11 years with the Canadian telecom regulatory authority, the Canadian Radio-television and Telecommunications Commission (CRTC).
David played a key analytical, advisory and drafting role in the formulation of both of the comprehensive overhauls of Canadian telecom regulation and related policy that have been undertaken in the current era, the first laid out in a 1994 CRTC decision and the second in the influential and far-reaching Report of the Telecommunications Policy Review Panel, published in March 2006. David’s work at the CRTC and on behalf of clients was a formative influence on the regulatory framework and nature of market liberalization for over two decades.
David has provided analysis and advice in almost all areas of economic regulation, economic costing methods, wholesale access and interconnection, deregulation and market liberalization.
David holds a Bachelor of Commerce (Honours) degree from Queen’s University at Kingston and an M.A. in economics from the University of Western Ontario.
